I support the proposed regulation revision.  Other revisions are necessary.

* The soil certification program (CPSS) should be changed to a licensure program (LPSS).  CPEs should be required.

* The Onsite Soil Evaluator (OSE) licensure program should be changed to an Onsite Sewage System Designer (OSSD) licensure program.  Currently licensed OSEs could be grandfathered into both the soil and designer licensure programs (for a limited time and for a smooth transition).

* An onsite sewage system site would be evaluated by a LPSS and designed by an OSSD (an individual could hold both licenses).
