Virginia is the only state with a reading standard that is below NAEP basic. Previous state Boards of Education have been hiding the decline in schools for nearly a decade by lowering and lowering and lowering standards, and parents are tired of it. When your accountability system says closing schools for a year and half doesn't affect kids, your accountability system is just a cover-up system. I'm looking forward to a system that tells parents the truth.
