Except as noted, when a regulation of the United States Environmental Protection Agency set forth in Title 40 of the Code of Federal Regulations is adopted herein and incorporated by reference, that regulation shall be as it exists and has been published as a final regulation in the Federal Register prior to July 1, 2010 2011, with the effective date as published in the Federal Register notice or March 2, 2011 February 15, 2012, whichever is later.
