Since more than 180 days have passed since the end of the NOIRA stage, a Time Frame Waiver must be granted by the Governor's office.

Agency Reason: The Regulatory Advisory Panel (RAP), composed of various stakeholders, continues to meet and work towards consensus on a proposed regulation. Because of the complexity of nutrient trading issues, these meetings may continue into the summar of 2013.
