| 회의 목적 Note: the event of inclement weather, the meeting will be held on August 12 th at the same time and location stated above. PURPOSE OF NOTICE: The Department of Environmental Quality (DEQ) invites interested persons to participate in the development of Total Maximum Daily Loads (TMDLs), for Moores and Mill Creeks in Rockbridge County, Virginia. These streams are listed on the 303(d) TMDL Priority List and Report as impaired due to violations of the State’s General (Benthic) Water Quality. Section 303(d) of the Clean Water Act and §62.1-44.19:7.C of the State Water Control Law requires DEQ to develop TMDLs for pollutants responsible for each impaired water contained in Virginia’s 303(d) Priority List and Report. DESCRIPTION OF STUDY: Moores Creek is located in northern Rockbridge County, with its headwaters just below the Augusta/Rockbridge County line. The impaired segment begins at the headwaters in Raphine and continues 9 miles south to the confluence with South River. Mill Creek is located in Rockbridge County above the City of Lexington. The impaired segment is 9.14 miles in length. It begins at the headwaters of the stream south of Fairfield and continues to the confluence with the Maury River above Lexington. Moores and Mill Creeks have been placed on Virginia’s impaired waters list for failing to support the benthic water quality standard. This standard is intended to protect the aquatic life designated use, which states that all of the Commonwealth’s waterways will support a diverse and abundant population of aquatic life. This study will include a benthic stressor analysis to determine the most likely pollutant(s) responsible for the impairments, and it will report on the sources of these pollutant(s) and recommend reductions to meet a Total Maximum Daily Load (TMDL) for the impaired streams. A TMDL is the total amount of a pollutant a water body can contain and still meet water quality standards. To restore water quality in Moores and Mill Creeks, pollutant levels will need to be reduced to the TMDL amount. A component of a TMDL is the Waste Load Allocation (WLA); therefore, this notice is provided pursuant to §2.2-4006.A.14 of the Administrative Process Act for any future adoption of the TMDL WLAs. DESCRIPTION OF MEETING: A second meeting of the Technical Advisory Committee will be held to review a series of preliminary sediment allocation scenarios and discuss the process used to establish sediment endpoints. Participants will review estimated sediment loads for non point and point sources in the watersheds and discuss appropriate reduction scenarios for source sectors. | |
