This Compliance Monitoring Strategy (CMS) provides compliance monitoring objectives for the Virginia Department of Environmental Quality’s (DEQ) Construction General Permit (CGP) program for federal fiscal year (FFY) 2016, beginning October 1, 2015 through September 30, 2016. The CMS will provide a consistent approach and plan for DEQ’s six (6) regional offices and their respective staff to follow. Virginia exercises federal NPDES authority through implementation of the Virginia Pollutant Discharge Elimination System (VPDES) Permit Program. In exercising this authority DEQ attempts to ensure that it’s inspection program substantially meets the requirements of EPA’s NPDES Compliance Monitoring Strategy |
