The means of notification to the respective areas of business that are effected by these regulatory changes should be improved to the point of more direct  notice to those effected industry. Virginia Regulatory Town Hall or E mail has not been proven to reach the people most effected. News Paper and perhaps Trade Magazines would better serve the public needs..                                   R. Frydrych
