As the York River Steward, whose mission it is to work for a healthy and scenic York River watershed, I appreciate the opportunity to comment on this petition.  Due to the massive scale of ocean sized cruise ships and associated pollution impacts, I ask that you create new regulations to minimize the adverse impacts that these vessels can have on the York River and Chesapeake Bay.

These new regulations should include: 

1) require the use of low sulfur fuels that would preclude the use of open loop scrubbers  

2) require the use of shore power.  Some studies have shown that utilization of shore power can reduce emissions of diesel by 80% and CO2 by 66%

3) creation of “No Discharge Zones” for gray water, black water and other environmentally detrimental waste products  

Discharge of pollutants into an area of the York River that is visible and enjoyed by the public for recreational purposes would create an unsafe environment for boating, fishing and swimming.
