설명	This regulation supplements and helps enforce the provisions of Title 46.2, Chapter 17 of the Code of Virginia, relating to driver training schools, by providing for adequate training of students through the establishment of various requirements, including, but not limited to, those necessary to (i) provide adequate training for students, (ii) protect student and public safety and (iii) carry out other established provisions of law. These regulations shall include but need not be limited to curriculum requirements, contractual arrangements with students, obligations to students, facilities and equipment, qualifications and other requirements for instructors, school ownership requirements, surety bond requirements, and financial stability of schools.
