This regulation sets forth the general provisions VDOT, on behalf of the Commonwealth Transportation Board (CTB), will follow in issuing hauling permits for qualified vehicles subject to statutory and agency limitations and procedures. It replaced 24 VAC 30-110-10 et seq. under the same title.

3. Is the regulation written clearly and understandably?
