The Practice Foundations chapter of the guidance manual provides local departments of social services with instructions on how to engage, locate, and include in decision-making the parents, relatives, and support networks of children involved in the child welfare system in accordance with state and federal laws, regulations, and best practice. This version of the manual has been updated to support compliance with Senate Bill 39 from the 2024 Session of the Virginia General Assembly in the utilization of Family Partnership Meetings to develop Parental Child Safety Placement Agreements.
